The Government of Mozambique, through the Ministry of Communications and Digital Transformation, has issued a Request for Bids (RFB) under the Mozambique Digital Acceleration Project (MDAP) to expand broadband coverage in rural areas. The initiative is being financed by the World Bank and forms part of the country’s broader efforts to accelerate digital inclusion and connectivity nationwide.
According to the notice, Mozambique has secured funding from the International Development Association (IDA) under Loan/Grant No. IDA-71820-MZ and intends to apply part of the proceeds toward investments in telecommunications services aimed at improving broadband access in underserved rural communities.
The procurement process invites sealed bids from eligible bidders for non-consulting services covering three geographic lots. These include Lot 1 for the South and Central Zone covering 95 localities, Lot 2 for the Central Zone covering 101 localities, and Lot 3 for the North Zone covering 105 localities. The project seeks to significantly increase broadband reach across these regions.
Bidding will be conducted through international competitive procurement using a Request for Bids procedure, in line with the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 edition. The process is open to all eligible bidders as defined under the regulations. Bid evaluation will apply a weighted system, with technical and non-price criteria accounting for 60 percent and bid cost accounting for 40 percent.
Interested bidders may obtain additional information from the Ministry of Communications and Digital Transformation through its procurement office and inspect bidding documents during official working hours. The bidding documents, prepared in English, will be provided in PDF format upon written request, with courier delivery available at the bidder’s expense.
Bids must be submitted in hard copy and delivered to the designated address no later than 10:00 a.m. local time on 25 February 2026. Electronic submissions will not be accepted, and late bids will be rejected. The technical bids will be publicly opened at the same time and date, while financial bids will remain sealed and held securely until a later public opening.
All bids are required to include a Bid-Securing Declaration. The notice also highlights World Bank requirements on transparency, including the disclosure of beneficial ownership information of the successful bidder as part of the contract award process.
The procurement is being managed through the Ministry of Transport and Logistics’ Procurement Sector, acting on behalf of the Ministry of Communications and Digital Transformation, reinforcing the government’s commitment to transparent and competitive processes in advancing Mozambique’s digital infrastructure.
