The Democratic Republic of Congo confirms, once again, its growing attractiveness to international investors. On the occasion of a ceremony held at the Hilton Hotel in Kinshasa, the Helios Towers Group unveiled on Tuesday an ambitious investment program dedicated to the extension of its telecom infrastructure in 23 provinces of the country.
The meeting was held in the presence of Her Excellency the Ambassador of the United Kingdom to the DRC, Alyson King, the Chairman and CEO of Helios Towers, Tom Greenwood, the President of the British Chamber of Commerce in the DRC, as well as several representatives of public institutions and players in the telecommunications sector.
ANAPI, a driver of attractiveness and a facilitator of investments
At the heart of this dynamic, the National Agency for the Promotion of Investments (ANAPI) is a strategic player in the realization of this structuring project.
In her speech, its Director General, Rachel PUNGU LUAMBA, underlined the key role of the Agency in supporting investors, thanks to an integrated system covering all phases of projects, from their design to their implementation.

Beyond promotion, ANAPI acts as a real catalyst, directing investments towards high-impact priority sectors, including digital infrastructure and telecommunications, which are now essential for growth and inclusion.
A national project
Helios Towers’ expansion program will cover all 23 provinces including Kinshasa, Haut-Katanga, Kongo Central, Maniema, Ituri, Kasai Central, Kasai Oriental, Kwilu, Mai-Ndombe, Mongala, North Kivu, North Ubangi, Sankuru, South Kivu, Lualaba, Tanganyika, Tshopo, Equateur, Haut-Uélé, Sud-Ubangi, Haut-Lomami and Kasai. The aim is to significantly strengthen network coverage throughout the country and meet the growing demand for connectivity and digital services.
A strong and lasting partnership
A long-standing partner, ANAPI has been supporting Helios Towers’ projects in the DRC since 2011. After several phases of investment, including more than USD 200 million injected between 2015 and 2016, the group is now reaching a new milestone with a project estimated at nearly USD 100 million. This program also provides for the creation of a hundred direct jobs and thousands of indirect jobs, thus contributing to the professional integration of young Congolese.
A lever for the country’s digital transformation
This investment is part of the implementation of the National Digital Plan “Horizon 2025” and the “DRC Digital Nation 2030” vision, aimed at making digital technology a pillar of economic and social development.
It is also in line with the vision carried by His Excellency the President of the Republic, Félix-Antoine TSHISEKEDI TSHILOMBO, Head of State, and implemented by the Government led by the Prime Minister, Her Excellency Mrs. Judith SUMINWA TULUKA.
